For more than three decades Don has held senior management positions in government and private sector organizations. Don’s is renowned for his expertise in the acquisition and application of information technologies in the public sector.
Don served as Virginia's - and the country's first Secretary of Technology, an office that combined traditional functions of a chief information officer with broader economic development and R&D responsibilities. In this position, Upson brought together leading business and academic leaders to produce the first comprehensive government policy encouraging growth and responsible Internet utilization, major outsourcing and other IT management initiatives, and a state legal framework to encourage attraction and growth of technology companies in Virginia. Don's technology model in Virginia was emulated by other states, the Federal Government in the creation of a national CTO and foreign governments as well.
As Virginia's former secretary of technology, Don Upson was one of the nation's first cabinet level officers whose job was to oversee the development of electronic government. Appointed by former Gov. Jim Gilmore in 1998, Upson's authority over IT underscored the vital role technology would play in the delivery of government services and in the evolution of the state's governance model. Under his leadership, Virginia became an international model for its e-Communities Initiative. Thanks to Don Upson, Virginia became the Silicon Valley of the East.

Don Upson doesn't just understand key decision makers; elected, appointed and career civil service...he was and is one of them. From 2002 to 2009 Upson built a successful marketing firm, ICG Government, where he served as president and founder.
Don served as Senior Vice President of PRC Inc, an $800 million company specializing in complex government technology solutions and applications. Don managed business development for civilian markets and built an industry-leading marketing strategy that supported the company's growth and eventual acquisition by Litton Industries.
Don served in senior positions on Capitol Hill from 1977 to 1992, ending with a six-year stint as staff director of the House Government Operations committee: the investigative arm of the House of Representatives. He was a principal staff leader involved with a range of investigations and legislative initiatives that included the Inspector General Act, the Chief Financial Officers Act, the Paperwork Reduction Act, the Procurement Integrity Act, others.
Don is a recognized subject matter expert on government management and acquisition and is a frequent speaker at national and international forums on these subjects. He is a seven time recipient of the Federal 100 honoring the top 100 industry and government leaders in government technology, received an honorary Doctorate of Humane Letters from Marymount University and numerous other recognitions.

Brigadier General Tom Ragland (US Army, Ret.) is the Chief Executive Officer for The TRR Group, serving as the strategic officer or advisor for several large and small businesses, responsible for extending his companies brand across agencies. Mr. Ragland’s background spans more than 30 years of extensive strategic planning, within both military and federal contracting circles. Mr. Ragland provides a valued perspective into The TRR Group’s service to the Department of Homeland Security, as he served as the Director of Operations for the White House Office of Homeland Security, during its inception in 2001. Mr. Ragland positions his client companies to work closely with DHS and interagency entities to provide rapid strategic assessments and cost-efficient mission support products and services.
Prior to starting The TRR Group, Mr. Ragland served as Senior Vice President for Homeland Security for The Ambit Group (a WO SDVOSB) and the SVP/ Homeland Security Client Executive for CACI International, responsible for initiating cross-corporate collaboration to improve overarching business processes, along with successfully shaping strategic plans to grow The Ambit Group out of Small Business status and transform CACI into to a prime DHS contractor.

Mr. Ragland also previously served as Senior Vice President for Homeland Security for SAIC where he led the company’s Defense Solutions Group into the Homeland Security market to expand and develop new customer areas, and brought traditional defense solutions across SAIC headquarters and component offices. Earlier, he served as Vice President for Homeland Securities at Apogen Technologies (acquired by QinetiQ-North America),and Director for Homeland Security at Northrop Grumman IT.

For seven years as Deltek Vice President of Partner Marketing and Vice President of Alliances in Product Strategy & Management she led all software partnerships and channel marketing initiatives. She also held senior positions in marketing, PR, and communications for the J. Craig Venter Institute (JCVI) and at integration leader webMethods (acquired by Software AG). While at WEBM, Ms. Powers was part of one of the most successful IPO’s in NASDAQ history. Additionally, Laurie spent seven years at MCI (acquired by Verizon) where she managedpublic relations, community relations, corporatereputation campaigns, as well as marketing for the Friends & Family brand to further erode AT&T market share.
Laurie began her career as a financial management systems consultant with Price Waterhouse and then PricewaterhouseCoopers (PwC) in Washington, D.C. Her clients included the U.S. Department of State, U.S. Department of Commerce, and the State of Oregon. An honors graduate of the University of Virginia, Laurie holds a Bachelor of Arts in International Relations.

Mary-Shea Sutherland's career spans high-level positions in the Federal and State government, including serving on the personal staff of Chairman Tom Bliley, and Governors Jim Gilmore and George Allen, and as Chief of Staff to Virginia's First Lady.
Mary-Shea has managed events for the White House and served as Director of Member Relations for the Republican National Committee.
